Market Surveillance Agency of Bosnia and Herzegovina and market inspection authorities of the Federation of BiH, Republic of Srpska and Brčko District of BiH have completed joint market surveillance of laser products during the second half of 2024.

The main objective of the surveillance
was to determine whether the laser products on the market of Bosnia and
Herzegovina are safe to use. In order to place laser products on the market of
Bosnia and Herzegovina, they shall be safe in accordance with the Law on
General Product Safety (Official Gazette of BiH, 102/09). Laser products are
safe if they meet safety requirements specified in the BiH standard BAS EN
60825-1:2016.
During the implementation of
proactive surveillance, 7 inspection controls were carried out. Inspectors
performed administrative control of product markings and instructions for use,
and they selected seven (7) samples for laboratory testing. Laboratory tests
showed that all of the 7 models pose serious risk of eye injuries and damage to
sight because, according to classification in the standard BAS EN 60825-1:2016,
the average laser beam power is higher than the maximum permitted power. In
addition, the products are not labelled with the required warnings and user
information specified in the standard BAS EN 60825-1:2016. Either voluntarily
or by the order of the inspection authorities, economic operators withdrew from
the market and destroyed all of the 7 unsafe models of laser products (total of
381 products).
Based on the results of
surveillance, it can be concluded that the situation on the market of BiH in
terms of the safety of laser products is still not satisfactory. We remind economic
operators that the laser products of a class higher than 2M shall not be made
available on the market, because they pose serious risk to consumers.
