Non-compliant child appealing luminaires withdrawn from the market

When planning market surveillance activities for non-food consumer products, Market Surveillance Agency of Bosnia and Herzegovina, along with the competent inspection authorities of the Federation of BiH, Republic of Srpska, and Brčko District of BiH, places special emphasis on protecting children as a vulnerable category of consumers. In line with this priority, proactive surveillance of child appealing luminaires was carried out.

Child appealing luminaires are typically used in environments intended for children. Due to their appearance, they may spark curiosity, so there is a possibility that children can use this electrical product as a toy. To prevent risks to the health and safety of consumers - in this case, children - special attention is paid to meeting safety requirements when designing and manufacturing this electrical product.

Child appealing luminaires are safe if they meet the safety requirements specified in the Order on electrical equipment designed for use within certain voltage limits (Official Gazette of BiH, 98/09) and the standards BAS EN 60598-1 and BAS EN 60598-2-10.

During the implementation of proactive surveillance of child appealing luminaires, twelve (12) inspection controls were carried out.  Inspectors performed administrative and visual control of the products, and they selected eight (8) different models for laboratory testing. The test results show that all the samples (100%) are non-compliant, because the tested models of child appealing luminaires did not meet the prescribed safety requirements.

Risk assessment found that all the non-compliant models of child appealing luminaires pose a serious risk to consumers, because they pose risk of electric shock and fire to the user. Accordingly, measures were taken to withdraw the products from the market and destroy them. As a result of the measures taken, 1,036 products were withdrawn from the market, of which 761 were destroyed.
