This is one of the two construction product groups that were subject to surveillance under the Law on Construction Products in FBiH and the Law on Construction Products in RS, in accordance with the Annual market surveillance plan for 2021.

Objectives of the proactive surveillance of factory-made rendering/plastering mortars for external and internal use were the surveillance of implementation of the Law on Construction Products in FBiH (Official Gazette of FBiH, 78/09) and the Law on Construction Products in RS (Official Gazette of RS, 5/12), as well as market monitoring, withdrawal of non-compliant products from the market of Bosnia and Herzegovina and upgrading of knowledge.  

During the implementation of proactive surveillance, 12 inspection controls of factory-made rendering/plastering mortars for external and internal use were conducted. Inspectors performed administrative control of documentation and visual inspection of products. In total, 8 types of rendering/plastering mortars were controlled. It was found that 4 types of products (50%) were compliant with the laws, while the non-compliances were found in the remaining 4 types (50%).

Economic operators were ordered to remove the non-compliances in 3 types (1899 bags) of rendering/plastering mortars, and the economic operators did that. One type of product (total of 8 bags) was withdrawn from the market and destroyed. The non-compliances were the following: factory-made rendering/plastering mortars for external and internal use did not have the appropriate conformity marking and the product was not accompanied by a declaration of conformity or a technical instruction.   

Based on the results of proactive market surveillance activities, it can be concluded that a significant amount of the factory-made rendering/plastering mortars for external and internal use on the market of Bosnia and Herzegovina do not comply with the applicable regulations.
