Market Surveillance Agency of Bosnia and Herzegovina and market inspection authorities of the Federation of BiH, Republic of Srpska and Brčko District of BiH have carried out joint proactive market surveillance of laser products during the period from 31st March to 11th December 2025.

The main objectives of
the surveillance activities were to determine whether the laser products on the
market of Bosnia and Herzegovina are safe to use and to remove any products
that could pose a risk to users from the market. In order to place laser products on the
market of Bosnia and Herzegovina, they shall be safe in accordance with the
Law on General Product Safety (Official Gazette of BiH, 102/09). Laser
products are safe if they meet safety requirements specified in the BiH
standard BAS EN 60825-1:2016.
During the
implementation of proactive surveillance, 14 inspection controls were carried
out. Inspectors performed administrative control of product markings and
instructions for use, and they selected nine (9) samples for laboratory
testing. Laboratory tests showed that all the 9 models pose serious risk of eye
injuries and damage to sight because, according to classification in the
standard BAS EN 60825-1:2016, the average laser beam power is higher than the
maximum permitted power. In addition, the products are not labelled with the
required warnings and user information specified in the standard BAS EN
60825-1:2016. During the inspection control, inspectors also found 1 product
model that was inspected last year, which was also found to pose a serious risk
of eye injuries and damage to sight.
Either voluntarily or
by the order of the inspection authorities, economic operators withdrew from
the market and destroyed all the 10 unsafe models of laser products (total of 128
products).
Based on the results of
surveillance, it can be concluded that the situation on the market of BiH in
terms of the safety of laser products is still not satisfactory. We remind
economic operators that the laser products of a class higher than 2M shall not
be made available on the market, because they pose serious risk to consumers.
