A representative of the Market Surveillance Agency of Bosnia and Herzegovina participated in the 33rd meeting of the European Union Product Compliance Network (EUPCN) in Brussels, held on 3rd March 2026.

At the meeting, updates on the implementation status of ongoing joint
market surveillance actions were presented. It also introduced the Joint Action
on Product Compliance (JACOP 2027), which should focus on surveillance
of major online platforms for product sales, inspection controls, and sampling
of products sold exclusively via the internet. JACOP 2027 is scheduled
to begin in January 2027.
The latest information on the revision of the New Legislative Framework
(NLF) and the Market Surveillance Regulation (MSR) was also
presented. Currently, two options are being considered regarding the adoption
of these acts. The first option involves adopting a single act that would cover
both the New Legislative Framework and the Market Surveillance Regulation,
while the second option entails the adoption of two separate legislative acts.
Preliminary results of the survey on products sold by online shops from
third countries, based on data from the market surveillance authorities that
participated in the survey, showed the following: 49% of non-compliant products
sold online were identified over the last 12 months; 23% of market surveillance
authorities ordered measures to remove products from websites where products
are sold, 7% ordered measures to label products, while 17% took product samples
under cover identity.
The
main challenges of dropshipping (direct sales of products to consumers) were
also highlighted, which, among other things, include unclear competences that
lead to difficulties in imposing sanctions on economic operators outside the
European Union, as well as the inability to provide product traceability,
causing difficulties in identifying importers or other responsible operators in
the supply chain.
