07/15/2021
Market Surveillance Agency of BiH and market inspections of the Federation of Bosnia and Herzegovina, Republic of Srpska and Brčko District of BiH completed joint market surveillance of electric general purpose luminaires. This was the sixth time that the market surveillance authorities conducted surveillance of general purpose luminaires on the market of BiH. Previous market surveillance actions (the last was conducted in 2020) showed that about 70% of the tested products did not comply with the safety requirements of the Order on electrical equipment designed for use within certain voltage limits and posed risk of electric shock and fire to consumers.
The aim of the market surveillance was to determine whether and to what extent has the market of general purpose luminaires adapted to the safety requirements prescribed by the BiH standards, and whether the general purpose luminaires on the market of Bosnia and Herzegovina are safe to use.
During the market surveillance, 10 inspection controls of the general purpose luminaires were conducted. Inspectors performed administrative and visual control of the products on the market and took 9 samples for laboratory testing on suspicion that they do not meet all the applicable safety requirements.
Laboratory tests showed that two samples (22%) did not comply with the safety requirements of the Order on electrical equipment designed for use within certain voltage limits and posed risk of electric shock and fire to consumers.
Risk assessment showed that one of the non-compliant products posed serious risk to consumers. Withdrawal from the market, recall from consumers and destruction of the non-compliant products were ordered to economic operators, as well as the obligation to inform consumers about the risks posed by the products and how to return the affected products.
The non-compliances were removed in 1 model of the product and the product was returned to the market.
Total of 38 products were withdrawn from the market and destroyed, while the non-compliances were removed in 67 products.
