TAIEX (Technical Assistance and Information Exchange), in cooperation with Market Surveillance Agency of BiH, organized the round table on “Organization of the market surveillance based on GPSD”. The round table took place on 12th – 15th November 2007 at the head office of the Agency in Istočno Sarajevo.
Participants of the seminar were representatives of the Market inspections of RS and Brčko District BiH, Ministry of Foreign Trade and Economic Relations of BiH, as well as employees of the Market Surveillance Agency of BiH. The expert lecturer was Ms. Andrejka Grlić, the Chief market inspector of the Republic of Slovenia.
The main objective of the round table was to introduce the participants to the essential concept of the market surveillance based on General Product Safety Directive (GPSD) i.e. based on the Law on General Product Safety, and the importance and practical application, with particular regard to practical experiences of the Republic of Slovenia.
During four days of the round table, the following subjects were elaborated:
- the organization of the market inspection of the Republic of Slovenia;
- the organization of the market surveillance based on GPSD;
- relations of GPSD and other directives (especially the Low Voltage Directive and Machinery);
- planning of the surveillance activities based on GPSD (preparation of monthly and annual surveillance plans, preparation of instructions for the inspectors’ work, risk assessment methods); and
- compliance checking and relations with the testing laboratories.
The round table was assessed as successful and useful, for the representatives of the Market inspections of RS and Brčko District BiH, as well as the employees of the Agency, particularly considering that Bosnia and Herzegovina is at the initial stage of establishing the organization and efficient operation of market surveillance in accordance with the practice of the EU Member States.
