Market Surveillance Agency of BiH is warning consumers that dangerous flail-type cutting attachments for brush cutters are available on the market of Bosnia and Herzegovina through unregistered online shops run by individuals or economic operators. 

These products pose serious risk to consumers and do not comply with the requirements of the Order on the safety of machinery (Official Gazette of BiH, 04/10). The metal parts of flail-type cutting attachments and their linkages are subject to repeated high mechanical stresses when they come into contact with stones, rocks and other obstacles and are liable to break-up and be ejected at high speed. They are also liable to eject stones with higher energy than single part metal blades. This poses a significant risk of serious or fatal injury to users and other exposed persons, because the guards fitted to portable hand-held brush cutters cannot provide adequate protection against the higher risks created by flail-type cutting attachments with linked metal parts.

We advise consumers who have purchased such a product to stop using it and contact Market Surveillance Agency, either by telephone or by e-mail, using the consumer complaint form.

We remind economic operators who place such products on the market of Bosnia and Herzegovina that, in accordance with the Law on General Product Safety (Official Gazette of BiH, 102/09) and the Decision on the form and contents of the notifications on dangerous products (Official Gazette of BiH, 55/10), they shall place only safe products on the market of Bosnia and Herzegovina.

If they know or should have known that a product they have placed on the market poses risks for consumers and is not in compliance with the general safety requirements, economic operators shall immediately notify the Agency and take the appropriate measures, including withdrawal of non-compliant products from the market, warning consumers of the risks or recall of the products from consumers.
