During the period from 1st July to 16th December 2020, proactive market surveillance of helmets for pedal cyclists and for users of skateboards and roller skates was conducted. The surveillance was conducted through cooperation of the Market Surveillance Agency of BiH, Federal Administration for Inspection Affairs, Republic Administration for Inspection Affairs and Inspectorate of Brčko District of BiH.

Objectives of the proactive surveillance were to assess the situation on the market of BiH in terms of safety of helmets for pedal cyclists and for users of skateboards and roller skates, withdraw the products that could pose a danger to users, enhance consumer safety and raise awareness of manufacturers, importers and distributors on placing safe products on the market.

During the implementation of proactive surveillance, 9 models of helmets for pedal cyclists were tested. Non-compliances were found in all 9 models. 2 models posed a serious risk to consumers because they did not provide protection against impact and injuries. The products did not comply with the safety requirements of the Order on personal protective equipment and the requirements of the standard BAS EN 1078+A1:2013.

Importers removed the non-compliances in 6 types of helmets (total of 199 products). Economic operators withdrew from the market and destroyed 3 models of helmets (total of 146 products).
